The importance of public procurement law has increased considerably in recent years. In the Federal Republic of Germany, the public sector awards public contracts with a total annual volume of several 100 billion EUR. A strictly regulated procedure is intended to ensure that contracting authorities award their contracts to the most economical bid, taking into account all relevant circumstances, in order to use the budget funds entrusted to them sparingly.
